基于长期诊断的市政道路建设管理问题分析

Analysis of Urban Road Construction Management Problems Based on Long-term Diagnosis

  • 摘要: 提升市政道路工程的建设管理水平是保障城市交通路网质量、推动基础设施可持续运维的关键。现有研究多局限于单一工程或局部环节,缺乏多案例、长周期的系统性诊断,难以有效指导实践。本文以广州市白云区在建的60余个市政道路工程项目为研究对象,运用基于大型语言模型的自动化文本分析,对连续四年的季度质量安全文明检查问题清单进行整体、微观以及跨时间等多角度的统计与挖掘。研究结果显示:内业资料、安全文明施工和实体质量问题构成“三大顽疾”,涵盖了多数工程建设可能出现的问题。人员履约问题虽不直接影响工程质量,但参建单位往往容易忽视且出现反复违约。随季度督查整改持续推进,各项目问题数量显著下降,说明常态化落实专项检查可有效保障市政道路工程的质量。高频共性问题包括监理履职不力、内业资料编造及“逻辑冲突”、施工与消防安全隐患排查不到位等。常态化专项检查是保障工程质量的有效手段;参建单位须举一反三、闭环整改,建设管理单位应强化监管问责与统一培训,形成长效治理机制。

     

    Abstract: Improving the construction management level of urban roads is key to ensuring the quality of urban transportation networks and promoting the sustainable maintenance of urban infrastructure. Existing research was more limited to individual projects or isolated aspects, lacking systematic diagnosis across multiple engineering cases and over extended periods, which makes it difficult to effectively guide engineering practice. This study focuses on over 60 urban road projects under construction in Baiyun District, Guangzhou. Utilizing automated text analysis based on large language models, the research conducts comprehensive, micro-level, and cross-temporal statistical analysis and mining of quarterly quality, safety, and site inspection problem reports over four years. Results reveal that internal documentation, safety and site management, and physical quality issues constitute the “three persistent challenges”, covering most problems that may arise during construction. While personnel contract compliance does not directly impact project quality, participating units tend to overlook it, leading to repeated violations. As quarterly inspections and rectifications progress, the number of construction management problems declines significantly, indicating that regular specialized inspections can effectively ensure the quality of urban roads. High-frequency problems include inadequate supervision performance, fabrication and “logical inconsistencies” in internal documentation, insufficient identification of construction and fire safety hazards, etc. Regular specialized inspection is an effective mean to ensure project quality. Participating units must draw broader lessons and implement closed-loop rectification, while construction management units should strengthen oversight, accountability, and unified training to establish a long-term governance mechanism.
