Abstract:
With the deepening of the reform of the territorial spatial planning system, the regulatory detailed planning (regulatory planning) correction service of municipal road projects has become a key link to ensure the smooth implementation of infrastructure. However, the pricing standards of such services in the current project cost management system have been missing or lagging behind for a long time, resulting in the lack of clear pricing basis for the preparation of budget estimates. This study is based on the practice of several municipal road projects in Liwan District of Guangzhou City, combined with the revised 'Urban Planning and Design Billing Guidance' in 2017, systematically sorts out the technical content of regulatory planning amendment service, and decomposes it into three dimensions : amendment scope and necessity demonstration, technical scheme preparation and legal procedure service, special evaluation and achievement preparation. Based on this, a pricing model including six parameters of planning unit net area, interpolation unit price, difficulty coefficient, Internet GIS data fee, special chapter preparation fee and floating rate is constructed, and the formula "

Taking the regulatory plan amendment project of a riverside road tunnel section in Liwan District of Guangzhou City as an example for empirical verification, the calculation result of the regulatory plan revision service pricing model is 444000 yuan, which is highly consistent with the actual market transaction price of 450000 yuan. However, according to Article 3.1.3 of the current 2017 version of the 'Opinions', the calculated value is less than 150000 yuan, which is significantly different from the market price. The results show that the model solves the problem of workload coverage in the cross-unit implementation of linear engineering by replacing the traditional 'plot area' with the 'net area of planning unit' as the valuation base. Through the difficulty coefficient (0.8 ~ 1.5) and the chapter preparation cost, the quantitative adjustment of technical difficulty is realized. The market suitability verification can effectively bridge the gap between standard pricing and market reality. The research results provide an operable pricing basis for the budget estimate of government investment projects, and have important reference value for standardizing the calculation of other costs of engineering construction and improving the effectiveness of investment control.
